Walter Howell
Owner & Executive Director
Walter Howell has provided mental health services in the Hampton Roads area for over 20 years. He is familiar with the needs of the community and has established a reputation as a leader in the field of mental health services. He is a Certified Substance Abuse Counselor and has provided direct care through a wide array or programs, as well as having supervised many different mental health programs. These experiences have led him to develop an agency that will address the specific needs of each individual and connect them with the resources available within the community. He has assembled a team of professionals at Impact who have experience that supersedes by far the 1 year of experience requirement for qualified mental health providers.
Shannon Peele, LCSW
Clinical Director
Shannon Peele is a Licensed Mental Health Professional and also has approximately 20 years of community based experience. In addition, Ms. Peele is a Licensed Outpatient Therapist and is certified in Play Therapy and EMDR.

Maria Suarez-Howell, MS
Director
Maria Suarez-Howell holds a Master’s Degree in Counseling and provides outpatient therapy to clients in the Tidewater area. Mrs. Suarez-Howell has provided direct care services as well as acting as Program Director of multiple successful community based programs during her career.
DeeDran Talbert, BS
Agency Consultant
DeeTran Talbert holds holds two Bachelor’s Degrees in Human Services Counseling and Speech Pathology and Audiology/Special Education. Ms. Talbert also has extensive experience in community based services having provided direct care, in addition to acting as the Program Director of a successful therapeutic day treatment program. She has focused in recent years on consulting on matters related to policy and training for community based agencies.

Cathy Kotrba
Office Manager
Cathy Kotrba has over ten years of experience in office management. Prior to Impact, Ms. Kotrba had a career in the United States Navy where she served as Leading Petty Officer in her division. Through this work, she developed expertise in client and employee relations.
